I decided to make a summary post for any of yall too lazy or busy to read through the entire patch notes, being that they're pretty lengthy and very number-heavy. There are lots of very minor buffs and changes but I'm going to summarize significant hero, item and game play changes that you'll encounter in the new patch! Overall I like this patch, the minor buffs are where they're needed and there aren't very many huge reworks like we saw in last patch with Bloodseeker and Phantom Lancer. I was as thorough as I thought I needed to be, but for all of the specifics I'd urge you to read the full patch notes either alongside or before/after my summary!
Gameplay:
>First rune spawns are now both Bounty Runes that are twice as effective (worth 100xp/100g)
This is the only very significant game play change unrelated to heroes/items. With this you'll see much more importance on the 0:00 minute runes, particularly for offlaners who may likely be zoned out by defensive tri-lanes. It'll also allow for accelerated carry effective start gold if you build around it (i.e. someone rushing battlefury or vanguard can almost instantly purchase the ring of health).
>Melee and Ranged Barracks gold changes
Barracks give out gold team-side similarly to towers to the entire team with the killing blow gold less concentrated.
>All Illusions now deal 25% less damage to structures
Significant nerf to illusion based rat-dota style heroes like Terrorblade and Naga, it'll force more committal to pushes and overall more fighting. It's likely their pick rate, particularly Naga's, will fall in some fashion.
Heroes:
There are a TON of very minor changes and reworks, I'm going to highlight the ones that you'll actually notice and their implications. Also: Bloodseeker and Techies are in Captains Mode now.

Alchemist - Overall Greevil's Greed buffs, slightly accelerated his farm in the early game but lowered it's potential gold increase. Likely very minor impact to gameplay.
Axe - Battle Hunger lasts shorter but does more. Likely very minor impact to gameplay.
Beastmaster - Call of the Wild now summons both minions at all levels, both are overall better. Not a huge buff but it'll be noticeable, makes Call of the Wild a very significant value point
Bloodseeker - No more blademail + Bloodrage abuse!
Brewmaster - Less strong in lane, overall survivability nerfs. Will still be dominant in mid but less so, likely much less viable in offlane solo role without a Ring of Protection / Stout Shield build, more susceptible to ganks early-on
Chaos Knight - Sizable Reality Rift buffs, Ult lasts 8 seconds longer. Still a weak hero but this is a much needed buff, particularly at low levels.
Crystal Maiden - Minor Crystal Nova and Frostbite buffs, significant Ult buffs though. Still weak, still slow as F**k.
Death Prophet - Strength growth decreased by .3, doesn't sound like much but she'll be overall weaker, likely require an early bracer instead of her current builds where you can ignore strength items until Heart of Tarrasque.
Drow Ranger - Illusions now benefit from Marksmanship bonus, Manta Style will now be much more standard than it already is on Drow. While this is significant for her, the nerf to Illusion damage versus buildings is something to keep in mind.
Enchantress - Gained 20 movement speed, she's now the fastest hero in the game. Still likely not to be picked often, still a weird niche hero
Gyrocopter - Ult rework, hits in a larger radius however the first missile slow is weaker and the second is stronger so you really have to get out of it. Force staff can be used on homing missile may lead to gimmicky builds based around forcing instant stun rockets and rushing enemies with flak cannon, will need testing to see if it's viable.
Io - Weirdest change in the patch by far, "No longer requires turning to perform any actions". May have significant effects as a buff, may not matter that much. Requires testing. Still not going to be picked often because he's high skill cap.
Kunkka - X Marks the Spot buffed early game, basically the same mid-late game. X Marks the Spot will likely be a common value point early on, may revitalize offlane Kunkka builds though not likely.
Lifestealer - Gains a new ability "Control" which gives Lifestealer complete control of the infested unit (doesn't work on heroes for obvious reasons), unit gains lifestealer's movespeed. Will be an amazing tool for Lifestealer players, we'll likely see racecar builds and interesting combinations of infested creeps used for disables or early damage (Centaur Stun, Satyr Purge, Ice Ghost slow, Tomato clap damage, etc.)
Lina - best hero gets buffed god bless America god bless IceFrog
Lion - more effective as a lane support early game
Lone Druid - Battle Cry reworked to be a longer cooldown, more impactful ability. More damage and bonus armor but double the cooldown and 2 seconds less of the buff, likely a nerf but has possibilities.
Nightstalker - Futile attempt to make this hero viable, overall buffs and rework to the ult, Darkness, in that it has a shorter cooldown and no longer pauses the day/night timer meaning more overall night time. Still an awful hero, still not going to be picked often at all. Aghanims still going to be a core item
Pudge - Meat Hook now has 1000 range at level 1, makes Pudge a stronger hero at very early levels. Still weak, still going to be picked a lot though. May bring back Hook level 1 builds instead of rot level 1, might increase early aggression potential.
Silencer - Significant buff to Glaives of Wisdom, nerf to Aghanims, Buff to Last Word early game. Overall incentivizing carry Silencer builds and de-incentivizing Aghanims refresher builds. Safe-lane farming Silencer may (hopefully) become more common, mid Silencer will be stronger, support silencer very slightly nerfed but largely unchanged.
Sniper - Shrapnel no longer damages buildings but has 3 charges that work like Broodmother webs. Slow and damage from Shrapnel doesn't stack but it'll make him much more effective at chasing down heroes, however he'll be significantly worse at pushing in huge ways.
Treant Protector - Eyes in the Forest got buffed significantly, Treant is now more desirable as a 4 slot support that deserves Aghanims instead of a 5 slot support that never gets anything. Eyes in the Forest has tons of potential if used correctly, definitely could make for interesting Treant play.
Undying - Soul Rip is now better at earlier levels, weaker at high levels. Tombstone and Flesh Golem received very minor buffs. Still one of the worst scaling heroes into late game, still a very niche pick.
Windranger - Significant buffs to Powershot's range, significant buffs to Focus Fire attack speed, particularly paired with the Attack Speed cap being increased from 500 to 600

Item Changes:
- Early game starting items (courier, circlet, clarity, salve) are cheaper giving more room to spend your starting money. This is consistent with the double bounty rune at 0:00 change promoting more aggressive gameplay at the start in small but noticeable ways.
- Bottle Crowing is nerfed yet again by removing the 1/3 bottle exploit.
- Broadsword now sold in side shop, gives Battlefury rushers an easier time during lane phase, makes Blademail purchasable in its entirety from side shop, Crystalys easier to acquire in pieces as well.
- Diffusal Blade is no longer a Unique Attack Modifier. Now Diffusal can be paired with other attack modifiers like Desolator or Lifesteal. Makes Diffusal significantly more desirable, makes Omniknight worse against virtually all agility carries since Diffusal will now be almost universally viable.
- Medallion of Courage can now be used to give an ally armor instead of just removing armor from enemies. Armor taken or given increased by 1 consistent with the 125 gold recipe cost increase. Still a great, underused item.
- Alt-Clicking now works for more things, also works for glyph and enemy heroes health, mana and death timers. Use this function!!
- Blink Dagger usage isn't effected by attacks that don't deal damage to the target. Primarily effects Templar Assassin (Refract) and Nyx Assassin (Spiked Carapace), though it will come in handy with the occasional lucky uphill evade etc.
